Question: can i get an STI rating if i have thousands of hours airline experience, qualified as an mcci and have no medical?

I just want to be able to teach instrument flying in a simulator.

Not unless you have held the privileges of an FI with applied IF privileges or an IRI (Inc CRI for ME) within the last 3 years.

JAR-FCL 1
(b) Requirements. An applicant for a STI(A) authorisation shall:
(1) hold or have held within the previous 3 years a pilot licence containing an instructional qualification appropriate to the courses on which instruction is intended or a non-JAA licence acceptable to the Authority;
MCCI is a MP qualification and does not translate to SP basic instruction.
