747-400 No Smoking Signs

I've noticed some airlines have incorporated full-time No Smoking signs with the original 3-position OFF-AUTO-ON control knob, but all positions do the same thing... and are labelled accordingly).

Have the associated EICAS Memo messages been inhibited on these aircraft? (dark cockpit principle)

Do you still get chimes in the cabin when moving this knob? (even though there is no sign change)

On the 747-400, the EICAS message is disabled as it is on all the time.

Not on the BA -400s. And the switch still works as originally intended.

Perhaps this fixed wiring is not as common as I thought.

I first noticed it on JAL if I remember correctly.

Is it still up to the airline to have the signs permanently on... or is it local/regional aviation law, international law or perhaps just (e.g.) IASA-recommended.

Considering how bright the signs are, I always thought it was a nice option to be able to switch off the signs at night in the cabin.

Seems there are quite a few variations. After reading the JAL maintenance manuals, all the switch positions are marked ON, but the chimes and EICAS messages still behave as they did before.
ACESS system programming locks the NO SMOKING signs on.
