I have just looked at the TAF for Coventry what dos " CNL " mean ???????
COVENTRY EGBE 090302Z 0903/0912 CNL

The previously issued TAF for the period in question (9th from 0300 to 1200) is cancelled; usually because the weather is changing and the previous TAF might now be misleading.

Also another reason for cancelling (according to the Met Office!) might be if a current METAR has not been received by the Met office from a particular airport for more than an hour.

Is it an ICAO thing, or predominantly UK?

Right now Kärdla in Estonia (EEKA) has a TAF which has been cancelled:
111700Z 1114/1120 CNL=
So it appears it is used outside of the UK as well.
