If one refuels in Jersey and immediately goes foreign (France), can one claim the Fuel Duty back from HMR&C? In other words does the price of Avgas in Jersey include Duty?

Jersey is not in the UK, doesn't charge fuel duty, and even if it did, would not be reclaimable from HMRC.
On the other hand it is cheap (relatively).

If you're paying a dry rate, fill up in Jersey, it's around £1.09/litre at the moment. On the other hand, if you pay a wet rate, fill up to the gills with UK fuel (£1.50+) but get 30.03p a litre on your a/c full tanks back from HMRC with the drawback form ;-)

French fuel cost more than UK last time I filled up in Dinard and I don't know of any reverse scheme where you can get their duty refunded.

La Rochelle was marginaly cheaper than Rochester (£1.71L) last month.
