An operator can be certified for etops 120 for example, that it happens if the plan of flight for this day gives you more than 120 minutes for the predicted wind, nevertheless in standard ambience these inside 120 min. and does the calculation of critical fuel cover you for that ..... these inside the 120 or you fall down in 180 minutes for dispatch??? there is some response technical AC or something similar that makes this interpretation clear?

120 minutes for the predicted wind ETOPS area of operation is base upon zero wind, so as long as you stay within that area, the actual diversion time on the day can exceed 120 minutes. (FAA rules)
