Depends how much spare cash you have. The more money you have the easier it is....everywhere!

Well, can't tell you which country is the easiest way to get one but Germany is definetly the easiest country to do commercial pax/cargo transport without one ... and to get away with it:yuk:

On the other hand it`s hard to get one and to keep it.:ugh:
