License Dilemma

Hello Everyone , Have a couple questions in mind . Need Help.

I am not a Canadian Citizen and am not in Canada currently, but I have a valid Canadian Commercial Pilots License.

1. ICAO made English as a Mandatory language and Transport Canada has a English Language proficiency test to be implemented from 5th March '08 onwards for issue of Private / Commercial Licenses etc ... (I hear they are making some changes to our licenses as well , not sure what it is)
Does that mean that the Canadian operators wouldn't want me to know French any more ?

2. I heard news that they were adopting the FAA based Card system for the licences , has it been implemented ? If yes , what do i do to get my paper converted into a card ?

3. I will be getting a Turbo Prop (< 5700 Kg's)type rating on my license (home country). What do i do to get it on my Canadian License as well ?
( I am considering i would have to give a check(s) with a TC approved examiner on that type).
Tried TC , didn't work out.
Would greatly appreciate any info.

The folded paper licenses will give way to a document that resembles a Canadian passport, complete with picture and some security features.

I did get in touch with Transport Canada , Heres what they had to say

Canadian Commercial Pilot Licences for aeroplanes bear a blanket rating for "All aeroplanes with a minimum flight crew requirement of one pilot excluding high performance". If the turbo-propeller aeroplane on which you will receive training is a non-high performance aeroplane that requires only one crew member, the type will not be endorsed individually on your licence because it is included within the blanket rating cited above.

If the aeroplane on which you will train is either a high performance aeroplane or an aeroplane that requires two pilots, you will require a Type Rating for that type. You can find information about the Type Rating requirements in CAR 421.40(3)(a) or CAR 421.40(3)(c). You can find these standards on the Internet at http://www.tc.gc.ca/CivilAviation/Regserv/Affairs/cars/Part4/Standards/421.htm#421_40. In addition to the basic requirements for the Type Ratings, you can find credits for holders of licences issued by a ContractingState in CAR CAR 421.40(5) and CAR 421.40(6).
