Does anybody know of any airports in the Paris area with PA 28's available for private hire ?

Certainly...

The Aéroclub de Boulogne Billancourt here at St Cyr l'Ecole has one. Failing that, so does the Aéroclub Renault at Chavenay. Of course, you could also try Toussus le Noble.
