"The pilot appeared to be coming down low for some kind of maneuver that brought him to within 500 feet of the rooftops," Gunther said. "And then he appeared to lose control and crashed into one of the houses."
Oh dear... Whenever somebody gets in a light aircraft in a soapy an engine failure & crash seems to follow invariably. Maybe they should try this far too common scenario.
The local FAA district office is putting the squeeze on homebuilt/experimental aircraft in metropolitan California, this won't help the fight, whatever the aircraft actually was.
