Licence validation in EU

Recently there has been press about requiring Licence validation for using licence in Europe. Is this a one off procedure, or do we have to do it before every Sunday jaunt to Le Touquet? Once done, does it expire, or is validation good forever, until next rule change?

Is it also a Europe wide validation, or do we have to go through it for every country we inted to visit.

Well, I hold a JAAR PPL license issued by the UK CAA. I reckon that no validation issues arise from using that license in my G-REG aircraft anywhere in the world that is an ICAO signatory country.

That said, some local regulations in non-European countries do have their own, ahem, little local permissions to obtain if you don't like your flying to be accompanied by small arms fire.... :E

In my understanding, any JAA license is valid in any JAA member state. See excerpt from the LASORS 2006 below.

If, however, you are flying on an FAA (or other ICAO) license, then you will have to get a 'Certificate of Recognition' per country. Rules here vary widely, going from 8-9 months validity all the way to indefinite (as long as the underlying license remains valid, of course). Of course, you can always fly an a/c registered in the country of your license around Europe (N-reg for FAA pilots, etc).

Section G Section H I Mutual Recognition JAR-FCL 1.015/2.015 states ‘Where a person, an organisation or a service has been licensed, issued with a rating, authorisation, approval or certificate by the Authority of a JAA Member State in accordance with the requirements of JAR-FCL and associated procedures, such licences, ratings, approvals or certificates shall be accepted without formality by other JAA Member States’. For the purpose of mutual recognition, when reference is made to a JAA full Member State that has been accepted as having fully implemented JAR-FCL and are approved for the issue of JAR-FCL licences and ratings.

Exercise of privileges. The holder of a licence or rating shall not exercise privileges other than those granted by that licence or rating.
