JAR-FCL 1 states the requirements to establish and run an FTO but each FTO then writes their own Operation and Training manuals to fulfil these. These are, of course, approved by the CAA.
But, how much standardisation actually takes place between FTO's? Do schools such as Oxford, Flight Training Europe and Cabair have similar manuals and procedures and if so, how did they do this?

IEM No3 to JAR-FCL 1.055/2.055 provides the format for the operations and training manuals. This is further amplified in CAP682.

FTOs then describe their specific courses and operations using the specified format. There is no requirement for FTOs to be standardised relative to one another; they are required to offer courses that comply with the requirements of JAR-FCL 1 and 2 as described in their manuals.

In simple terms the FTO say what they are going to do and so long as it complies and they have the resourses they are approved to do it.

Thanks for that. Where can I get a copy of CAP 682? (The CAA's website say's that it is not available for download or purchase!)
