Briefly, the Airports Act was formed in 1986 which gives the UK CAA powers for economic regulation of airports in the UK. Economic regulation primarily involves setting a price cap as a limit to how much an airport can charge its users. This price cap applies to landing fees, passenger charges and aircraft parking charges. Any airport with an annual turnover of more than 1 million pounds requires a permission to levy airport charges from the CAA.

Oh, so that must be why the UK airports all have such reasonable charges then.

I always wondered why Heathrow was so cheap, (just like my Licence Fees...) and as for Stansted... :E
