Hi Everyone.. .. .Quick question please,. .. .How does the CAA view the use of FISO's for small aircraft such as 8mt (17seat) scheduled service but only for their departure??. .. .I believe something similar is done in the Highlands & Islands (Tiree & Islay to name a few) where they operate scheduled services in and out but only on a AFISO service.. .. .I have already heard that ATC must always be on - but this is obviously the final case , any further would be of interest.. .. .Also what is the ruloes for Air Ground being avilable during chartered flights, if the airport is there with the relevant Fire Cover etc, is this then up to the pilot / operating company to decide upon?? If that is correct what is the difference between that arrangement and the scheduled service??. .. .Thanks. .. .Report Clear

In the case of H + I airports, the FISO exemptions exists because the operating company has it's own instrument approach procedure which is approved by the CAA. Only they can operate this, and no approach procedure exists for other aircraft to use.. .The Scottish islands you mention all have VORs on the airfield, and there is only one scheduled service, so in theory, there should never be one instrument approach in progress at any one time. That said, I remember SRG withdrawing the approval for the IAP at Tiree because one of the base operators insisted on the right to carry out an instrument approach, therefore possibly conflicting with an inbound scheduled service.. .As for A/G, it would never happen with a scheduled service, and because of the licensing rquirements I don't think charter services would use any airfield which only provided such limited services.

There are 4 HIAL aerodromes (BRR/EGPR, CAL/EGEC, ILY/EGPI & TRE/EGPU where a scheduled operator (LOG)has CAA Approved Discrete(company) Instrument approach procedures to enable scheduled flights to be operated into these aerodromes under IFR.. .The ownership of these procedures is with the operator. They make use of NDBs/DMEs/VORs operated by HIAL or NATS ,dependant on the location.. .In addition, by exemption from the ANO, Air Ambulance flights may make instrument approaches using the published Instrument Approach procedures at all HIAL locations without the provision of APC. FIS may be substituted for ATC. The latter arrangement has existed for many years....HIAL,CAA,DoTI,BOT,MoA!!

Infact, LOG have been using their own let downs for many years, they had an NDB let down on the BFD 390Khz into Skye Broadford back mid seventies, however provision of a QFE and cloud base estimation was reqired back then and an A/G (before AFISO's) service was required as part of the procedure. We had a jury rig of two altimeters in a black box with a 12v needle shaker. A correction table was used to do the conversion.. .. .Thanks, you've just brought back fond memories...

Report Clear, I'm not sure that I completely understand the last bit of your question but in most cases the rules are dependant on very specific details (more than you've given). Is the flight for the purpose of public transport? What flight rules is the aircraft is operating under? what weight is it?. .. .EG Regulation 15 says a public transport flight must have ATC or a FISO, radio, navaid and an approach procedure in the Ops Manual - but it only applies if the MTWA is more than 5700kg (about the size of a big KingAir I think).. .. .ANO Article 101 says that most public transport flight carrying passengers must use a licensed aerodrome but there's a let out for aircraft with a MTWA of less than 2730kg that is not on a scheduled flight (this is probably what allows ambulance flights on the Scottish Islands to operate when other flights cant).. .. .And the rules are different for helicopters.. .. .It's a quick question but I don't think there's a quick answer. <img border="0" title="" alt="[Wink]" src="wink.gif" />
