JAR/FCL - number of PPLs

hi,

has the number of PPLs (excluding national PPLs) issued per year changed (decreased) since jar/fcl was introduced?

in other words: has jar/fcl influenced the number of people going for a PPL (jar/fcl), CPL and/or IFR?

any details available?
