Yawn. This is how almost all intl business is done on the continent. I used to work with a large IT company in the intl support and marketing. The graft was expected, and everyone knew it from the start. We just added about 10-15% to the price tag to cover the sweeteners.

If they start looking under African financial rocks, they are going to find a lot of worms. Further, 15Mil Euro is a rounding error to Airbus. They sold the copters - right?

They are called "offsets" in polite company. This appears to be a JB candidate.

In my business they're known as "facilitation payments."

FCPA? What's that?

Airbus executives told partners in the transaction that the fund was set up to diversify the company’s risks, according to two people they spoke with. A third person said their rationale for the fund was to enter emerging markets.

Emerging markets indeed..
