Given the soon-to-be (if not already) downturn in the airline industry, the chronic shortage of Air Traffic Controllers and the apparent incompatability of VFR and IFR aircraft, I propose the following:
VFR aircraft fly on odd days of the month, and
IFR aircraft fly on even days of the month
