Air Baltic and Sky Europe both take pilots with a fresh rating and 0 hours, but why not try Ryan Air? Then you know that you will have a job at the end of the rating.
Then there is CTC, but it is very competitive.
If you can speak German fluently, then Lufthansa is recruiting 430 pilots this year. Hours required? 250. Highly competitive though.
LH cityline has even removed the initial German requirement, but the DLR is still a killer.
