Hi there.
I have a CPL from Nicaragua and in 2009 I submmited the paperwork to the FAA to have my private license convalidated. FAA certificate reads "ISSUED IN BASIS OF AND VALID ONLY WHEN ACCOMPANIED BY NICARAGUA PILOT LICENSE SUCH AND SUCH".
I am trying to go to the US and get my ATP before the new regulation kicks in. The school I am applying to says my certificate is Restricted and in order to be able to fly I should contact the FAA to get a permit?
any info on that?

A permit for what? You hold an ICAO member commercial license. If you are at least 23 years old and have 1500 hours with all the breakdowns, you are eligible for a FAA ATP. Pass the written test, if you are going to take the checkride in an airplane get a FAA medical and train for and pass the checkride.

I'd say the flight school has not seen many foreign students. Every piece of FAA paper has a form number. Ask them what is the form number for the permit that they say you need.

Your 61.75 private certificate based on your Nicaraguan license does not matter. You'll keep that and as long as your Nicaraguan license is good it will be good.

Perhaps Markerinbound can advise me too.I fly B737NG as an FO i have over 1800 hours i wrote the FAA ATP exam also received the verification of my foreign licence by the FAA and i'm looking to do the checkride on the 737NG sim,since i have the 737 type on my foreign licence will the FAA transfer the type on my FAA certficate or what's the procedure?i paged ghrough the FAR AIM but can'tgeta concrete answer.Your helpis valuable

N1, there are two ways to go about it. Either way will require you to get a validation letter from your CAA and pass a TSA background check. Then you could come to a training center in the US, give them 7-8 thousand dollars and in about two weeks you should get an ATP with B-737 on it. Keep in mind that in FAA land there is only one B-737 rating, good for the -100 through the -900. Most of the training centers use Jurassic or Classic 737 sims. I'm guessing if you wanted to complete the training in an NG sim you would be looking at $10K. Training centers in the US see a lot of foreign students and know all the paperwork details.

Or, with the validation letter and background check, you can receive a 61.75 "based on" private certificate with your type rating limited to VFR only. If you pass the FAA instrument written they will authorize instrument privileges on your 61.75 certificate. And IF, IF you can show that the person that trained you for the type rating on your foreign license was an authorized FAA instructor, the FAA will remove the VFR only limitation from your private B-737 rating. Then all you have to do is pass a regular ATP checkride in a PA-34 or CE-310 or some twin and the B-737 rating will transfer over to your unrestricted ATP.
