You say your location is England but you're posting in the North America section (which really needs to be renamed.) If you are in the US your local FAA office can give a complete list of hoops to jump through. To start, you'll need to generate maintenance manuals, operations manuals and a training program.

If you are starting an operation in the USA, you will need to go to the FAA website and go to the advisory circulars under Part 135. There is an AC on how to start an 135 operation. There are several different levels of operator. For the majority there is no need for a maintenance manual. For some you will not need a training manual. In fact for the simplest form, a single pilot operator, you will not even need an operations manual.

The biggest problem for you will be meeting the nationality requirements of Part 135. Plus the 2 year plus wait for the process.

Good luck.

Part 135

For UsA....

Single pilot part 135 is the easiest but that limits you to one pilot and one plane.

Other part 135 operations are time consuming and very few end up getting approved in a couple of years, hence why most people end up buying an existing part 135 operation.
