If they block Norwegian, then as a retaliation, the EU will Finally stop the UPS and FEDEX flights intra-EU with US crewed N-registered aircraft.
Although our US friends claim that this is not cabotage, the EU does consider flights within the EU as cabotage as it is one economic region. This has been allowed so-far, but if Trump wants to play the protectionist game, it will have grave consequences for Fedex and UPS.

Icelanta. 7th freedom cargo (not passenger) ops, as you describe, are explicitly allowed under the US-EU open skies agreement.

The NAS passenger operation isn't explicitly allowed, its subject to interpretations of the agreement. The previous administration's DOT has aligned themselves with the EU's interpretation. If they change their mind there are dispute resolution provisions in the agreement that would have to be followed first.

The same can be said for the extensive corporate and private jet fleets based in Europe. In no fan of NAS or NLH, but the US always plays double standards, like the whole subsidy thing where the big US 3's massive debts, nil tax and pension fund thefts since 2001 have given them huge advantage but they still cry foul of others...

The oppositions argument is that NAIs employment model is in violation of Article 17 bis, the DOT however didn't even answer that question, they concluded after 3 years that they cannot legally reject an application on grounds of Article 17 bis alone. Which is in reality nothing more than face saving, as the ****storm would have been way bigger were they following the EUs interpretation and had actually concluded that NAI is not in violation of Article 17 bis. And of course its easier so say, "we had no choice" than saying "the argument is flawed and there is no violation".

Of course as Trump is Trump and will do whatever he wants anyway there is a chance he will revoke the decision. Lets wait and see.
