Homebase Turkey ?
I have searched the webpage of Turkish CAA www.shgm.gov.tr to find the legal definition on Homebase according to Turkish CAA.
Looks like an airline in Istanbul claims that you can have a city as homebase and thereby start your Duty Time on different airports in the city every other day disregarding transporttime. To me this seems illegal but I can not find the documentation that Homebase is ONE Airport and only one and never a city :ugh: What is the legal definition on Homebase according to Turkish CAA ? |

The definition of homebase is in the flight duty and rest periods regulations of SHGM, the Turkish version of which you can reach from here: http://web.shgm.gov.tr/doc3/sht6a50.doc The very first item of definitions and abbreviations ("Tanim ve Kisaltmalar") chapter on the first page is "Ana Us" (Main base). And the Turkish word used for the physical location of a base in that definition is "mahal" which when translated into English means "place, local", and not, as you would assume "airport"! So, no, your company is not doing something illegal, but they are using the definition very succesfully for a city which spreads over two continents and takes about 3 hrs to get from one end to the other... |

looks a bit triggy if the rules are not clear - to me you can only have one Home/Mainbase to be able to calculate Duty Time correctly. Rumor is that THY perhaps 2 years ago ended in a legal dispute about Mainbase and Duty Time and lost that dispute to a Pilot Union stating that there could be only one Mainbase so if this rumor is correct then it is difficult to se how an operator can play with two different airports in one city legally. Anybody know if the rumor is correct ? |

For instance if the main base is " Istanbul" this could be any airport serving the city.. and the requirement is to live within reasonable travelling distance ( not time) Some guys may live near IST, some on the Asian side near SAW. Duty time is calculated after " blocks on" not arriving at your home or other place.. the exception is when operating away from "main base"
SHT6A-50 states that travelling after duty is not considered duty if it is within the total legal duty time. Duty starts generally 1 hr before STD, although you may have been in company transport for 2 hrs already, ditto, duty finishes 30 mins after blocks on, which may be 2 hrs from your "home". I can't see how this is any different to anywhere else to be honest Rumour is not correct BTW. |
Hi Avenger, not sure you are right on this about traveling, because the documents I have read states that traveling time before a flight has to be calculated as part of the duty period if there is no rest period scheduled between transport and flight duty, so I do not agree with you here - yes the safety factor is not the case after a flight so traveling time after a flight is not limiting whereas traveling time before has to be a safety limiting factor.
This is exactly where the twist is hidden. We are all assigned a "Main Base" and that is per definition what is mentioned in the AOC and in the AOC there is only one airport mentioned, the one where the Headquaerter is situated: Ataturk Havalimani. You cannot operate with "a city" as Mainbase :ugh: |
