UK Government changing the rules for departure tax

I've posted this here as this will affect all flights ex. uk.

See sections 7.54 - 7.56

UK Government spending review indicates a change in duty from "Per Passenger" to "per plane". It looks like they are also planning on making the length of the flight a factor too. So the question is, low many long haul flights ex UK will make a pit-stop in Eire or continental Europe to make it a short-haul flight?

They are also changing how the current arangements affect "Business class Only" flghts.
