Evaluated Climb Sector Definition

Hi all
just a quick question regarding evaluated climb sectors, weirdly can’t seem to find an actual definition, criteria etc, something which is part of my daily yet when I stopped to actually think what were the specifics I didn’t actually know. Can anyone help,me out?
