A320 BLEED 1+2 fault FL200?

I worked on this for a quiet long time。can anybody explain why in the QRH BLEED 1+2 fault, the procedure asks for a descending to FL200 instead of FL225?In the latest version QRH and FCOM the altitude are all the same FL200.
For our fleet, a320 all equipped with Honeywell 131-9A,which supply a ceiling of FL225 for one pack. So why FL200 in procedure ? Many thanks!

Perhaps it's to do with the APU Bleed Engine start limitation (<FL200).

The FL 225 was part of the (now obsolete) AIR DUAL BLEED FAULT procedure for aircraft fitted with APIC APU (see illustration). The ENG 1+2 BLEED FAULT and BLEED 1+2 FAULT procedures replaced the AIR DUAL BLEED FAULT procedure in Q1 2013 following improvements in dual bleed loss and FWC logic. As you noticed, these new procedures do not include the FL 225 limitation to recover the bleed supply with the APIC APU. I'm not sure why. Perhaps was it an oversight, or was there a reason that was not disclosed? It's intriguing.
