Flight Data Analysis Manual

If you were just setting up a new airline and one of your "mandatory" manuals has to be a FDAManual ie a technical description of how to Analyse for example all the good stuff downloaded form a QAR for example, where would you look to source such an ICAO Annex compliant Manual? Any and all ideas welcomed.

Go to the DFDR/QAR manufacturer and ask for the software to analyse the data.
May need lots of money to purchase the software.
