Grenoble RNAV arrival query

The MOU 1R RNAV arrival after ROA VOR shows two height FL090 and 4500T on the same leg. Can someone clarify what these mean. Never seen 2 heights before, usually just the minimum levels.

Minimum Obstruction Clearance Altitude (MOCA).I believe.
