A/320 DC BUS 2 FAULT

Hi guys i have a question that i dont find on fcom1:
During dc bus 2 fault on a-32o between the inop systems appear the elac2 (with a note at the bottom of the fcom) say that we will recover the elac2 at gear extension

i dont find any related explanation on fcom1 anybody can tell me the reason???
