Dash 8 QRH index sequence

Anybody out there who can answer the following question??;;
What dictates the Dash-8 QRH's index sequense in its system-chapters?
As I have noticed, it is not sequenced by memory items first, nor by alphabetic, ATA number, face of flight or by severity. So what is Bombardier's philosify in this matter???
