Red anticollision Policy

Hi everybody, I´m wondering if there is some kind of law or a policy about to set the red anticollision to ON with out an atc pushback and or engine start clearence, grettings.

My understanding is that it is ICAO policy to have it on once the aircraft is either moving or the engines are started except for in New Zealand where there is no requirement to have it on during hours of daylight.
I stand to be corrected.

Read your company SOP. Some use it to signal the ground crew that you're ready to push back or pressurize hydraulics or something else.
