Take off minima

Our airport has High intensity edge light, Runway center line markings, lights and 3 RVRs.

High intensity runway centerline lights spaced 15m
and edge light spaced 60m. But, take off minima is 175m.

Does it reduce from 175m to 150m?

and does "Visual segment = 90m" depends on the pilot in cockpit?
