OPS 1 / PANS Circling Category

OPS 1 question : I am unable to find any table for the a/c Category related to circling approach. It seems that can be used a table reporting Vat speed also for circling.

I remember an ICAO table with different speed ranges for each phase of flight. My a/c have a Vat for CAT B but circling speed for CAT C.

Does OPS 1 override ICAO PANS OPS or I still need that PANS table ?
