TCAS u/s & TCAS requirements
 

If I'm required to be equipped with TCAS, and there is a
a statement in In jeppesen ATC manual: "Operators with TCAS temporary u/s in accordance with MEL DO NOT REQUIRE AN EXEMPTION. Am I cleared to flight to this country with TCAS u/s?

I thinks, that I can't, but due to lack of English knowledge, I'd like to know yours opinion guys!

Yes I would say you are OK to fly there. I can't think of any country that bans aircraft from it's airspace if TCAS is U/S, some require you to inform ATC (India) but most do not.
