Touchdown RVR not available for CAT 2/3
 

You wish to conduct a Cat 2/3 approach but the touchdown RVR is not available (transmisometer u/s and no human observer method).

The touchdown RVR may be temporarily replaced with midpoint RVR if approved by the State of the aerodrome. Can anyone tell me if this is approved in the UK and where I can find that information.
