Indian DGCA fuel planning ques?
 

Could someone please give me the basic regulatory fuel planning requirements for air carriers based in India operating turbojets?

For jet transports, it seems:
burn+altn+:30 fin.rsv

2 questions:
What about enroute contingency fuel? 3, 5, or 10%?

& ALTN is required only if weather is expected below VMC; what is official DGCA term for VMC? vis/cig above 5km and 5000ft?
