Biz jet Operations

I am aware that any AOC bizjet operator is bound by JAR-OPS but what are the rules for a private European operator?

Do JAR OPS 2 and JAR OPS 0 exist, or not?

If not, all operations which are not JAR OPS 1 would be subject to local rules and/or Annex 6, Part II...
