Landing with systems failure

Can anyone tell me where I can find reference in JAR-Ops to landing with a systems failure please?

Sorry, I didn't explain that very well. I mean landing performance adjustments for a system failure, ie. reversers, anti-skid, flap etc. I know the AFM/QRH will give you the factor but I was wondering where the reference to performance degradation is mentioned in JAR.
