Performance degradations on the A300 due to x-wind

My company has received a tr from Airbus that imposes some large performance penalties on the A300 if taking off with a crosswind>20kts.Where has this restriction come from and what is Airbus going to do about it?
The penalties reduce MTOW by over 20 tons!! depending upon flap setting.
