CAT II Holding point

I would like to know when do an aircreft must hold before cat2 markings.
I mean about weather conditions?

An airport usually goes into LVP's when the cloud base becomes less than 200feet, and visibility less than 600 metres (some use 550).
When LVP's are in force, the airfield lighting and equipment must be up to Cat 3 standards, aircraft separation increases, Cat 2/3/ holds become in use. RVR readouts normally become active below 1500 metres.

To be blunt about it you use Cat 2/3 HPs when you are told to.

You will be told to use them when LVPs are in force.

LVPs will be in force when the airport decides to put them in force - but effectively when the weather deteriorates to Cat 1 Minima or less (circa 200'/600m).
