I agree that this procedure is not ideal but it does save time in busy aprons. Carriers that do start the after start flow as soon as possible are generaly ready to taxi clear of the apron a minute or two quicker (on average im not saying all the time) than those that don't. This can make a big difference during the early morning rush.

AA recently changed the procedure on the 737 from lowering the flaps when
clear of the ramp area to doing it during the pushback.
No real reason was given, just reducing stuff to be done during taxi...

Old Smokey's concern is shared by many, I would suspect. While the Configuration Warning should catch things like this, it would likely result in an abort.
A few of our senior Captains, all retired long ago, had us put one of the white coffee cups over the flap handle to remind that they needed to be lowered. We did it in the sim, and we did it in the jet. Worked every time.
