TCAS question
 

Hi

Can anyone please advise me of their policy re climbing( or descending) within 1000' of a cleared level and having a high rate of climb with regards to TCAS issues . I am sure it has been discussed but my search bought up a blank.

Is this policy governerd by airline SOP's or local regs?

Also when manually flying when the pilot flying calls for a flap setting , say flap 5 is it necessary for the PF to also call "set flap 5 speed". I couldnt find any reference in any of the boenig manuals.
