Yes they should be ashamed. This is a problem; ICAO and the JAA are financing part of their budgets through the sale of publications - unlike the FAA which are distributing safety essential publications for free. The FAA will clearly state that their publications are not copyright protected and that they encourage reproduction. ICAO claims copyright and will demand an unrealistically high share from any publisher who wishes to reproduce material. The end result is that documents such as PANS-OPS are well hidden for the little man and only readily available for corporations who can pay the expensive fees to IHS (AV-data) who has the right to distribute digital versions of ICAO documents. This policy is restricting the distribution of ICAO documents.
