In Canada, we have 3330, 7335 and 14670 khz to obtain time signals.

BBC Radio 4 on 198 and 720 as well as BBC Radio 5 on 693 and 090 give time signals.

You may be thinking of the Rugby MSF time code which goes out on several HF frequencies (can't remember them off hand, but all big round numbers).

You need a decoder though to get the time.

Easier bet nowadays is a GPS receiver, you get atomic clock time anywhere with a view of the sky.

5000kHz in the Pacific

WWV & WWVH (Fort Collins Colorado and Hawaii)
broadcast on 2500, 5000, 10000 & 15000 kHz with ampitude modulation providing time of day, atlantic & pacific weather information, GPS status, solar flux data, etc and if you can receive that low, 60kHz (CW) with a radiated power output of 250,000 watts to automatically set your clock, provided of course that you have the right type of clock.
Serious business men, this ain't no drill http://www.pprune.org/ubb/NonCGI/eek.gif
