NOTAM AD NOT AVLB
 
Hello everyone!recently I’ve performed a non ETOPS flight over Mainland China and one of my enroute altn was Beijing Capital ZBAA. At the dispatch phase I noted NOTAM that states :”.AD NOT AVLB FOR ALTN EXCEPT EMERGENCY FLIGHT”, so I called my FCC to coordinate this airport change before the flight. I was surprised when they told me” so Capt what’s the problem ? You will be able to land there in case of emergency….”
So I want to know your opinion about adequacy of this airport!:) thanx for answers, I really appreciate it!It would be twice better if you show reference!

Hi Sergei,

basically the aerodrome is accepting you only in case of safety related issues, so you would not be able to plan it for commercial or technical fuel stop reasons. The aerodrome is therefore adequate to keep you within your 60 min non-etops flight as you can use it for a safety-related enroute diversion. The only reason said aerodrome could potentially not accept you in case of an emergency is if the emergency poses a threat to the State in terms of homeland security (unlawful interference, suspect device on-board for instance) and they might redirect you somewhere else, but that is valid for all the airports for all the Contracting States.

Aan airport we most often use as the alternate for our homebase had a notam like that for a while.

The problem was that they were remodelling the terminal including immigration etc.
So they couldn't handle aircraft diverting to that field and expecting to deplane and proces the pax on top of the schelduled flights.
But the airport itself was perfectly able to handle the aircraft landing and responding to it in case of an emergency.

I would be perfectly happy to select that airport as an enroute alternate, since it would probably require an emergency for me to go there anyway.

Oh ok, then it is a bit stretched I would say as it should be a fuel alternate where you could need to land for a technical fuel uplift and not only if you’re in a state of emergency. I think You made a good call in questioning this alternate.

The intention is clear, they don't want traffic inbound to other regional airports diverting there. Mostly ZBAD, ZBTJ, ZYTL. A similar rule exists for LHR.

My understanding is that for non-LROPs 60 minutes rule it is still adequate but shall not be used as a nominated alternate. Which rules out ERA.
