To answer your question RP, as I understand it and flew SIDS ex LHR for a few decades, maintain FL60 ex CLN. You will be cleared to do something different invariably but this is for the radio failure case and ATC needs to know what you will do.

I'm sure you meant to say 'maintain 6000ft on QNH' and not FL60
