Do we need local authority to approve No DH for LVP?
To operate LVP in any airports need approval from local authority. Do we need to get approval to operate No DH (alert height concept) from local authority as well?

I believe so
Any LVO requires an approval of the particular operator by the local Authority, and i think that includes an approval as to the lowest minima allowed. Others may have more info, but I believe there are jurisdictions where the local authority will not accept No DH operations and insists on a DH for CatIIIb operations. |
For example, France RAR requires DH for all cat3 approach. But wonder if we have to get approval to operate no DH apart from LVO with DH where available.

We use no DH/75m RVR in france for quite a few years now, both on the airbus and 737 fleet. But it may be that they require a certain operational experience in LVP to approve that, that is something for our flight ops department to figure out.

Interesting question. I just checked the LIDO charts for LFPO (as an example) and LSZH and both quote as minimum 0'/75m for some runways. Might be a local regulation that allows that despite the general RAR thing. But i dunno if there is any company specific about it, used the general charts, not the company ones. Anyway, just was surprised about that half-sentence, but don't know enough to say how we came to no DH/75.
