Question About Electronics above/below 10,000 Feet?

Is this 10K above ground level or above MSL? What is the practice at airports like DEN, SLC, MEX etc where 10K msl comes very quickly after takeoff?

or VILH where the elevation is 11000 ft.

Should be AGL.
