Question about the Universal 1K FMS

Fuel page 2: How do you put the local variation in if it is not a round number? ie. +9.5 UTC? I've just been putting in (for example) 10 or 11 and plusing or minusing 30 min where applicable.

Using a 1L, and it's not possible. The manual says whole hours only...
