Positioning Flights v. EU OPS

There would appear to be an EU OPS requirement now in force
that a third crew member is to be carried on empty positioning flights
to act as "the fire fighter" in the unlikely event of any incidents.

Can anyone quote chapter & verse on this issue ?:hmm:
