737ng terrain radar and flight controls

2 questions...

Is the terrain radar on the 737NGs GPS based or is it actual radar?

Also, for the mechanics or anyone who might know this ones harder to explain but whenever i sit right by the trailing edge of the wing, when the flaps are being extended and flight controls being checked at the same time after pushback i always notice somehting spinning VERY fast inside the inner workings of the wings, and can only see it for the brief time the roll spoilers are up.And its not the pulley under the outboard spoilers... Does anyone know what this is or what it does? heres a pic but i cant seem to find the spinning device in there.

1. GPS based.

2. There is a spindle that runs along the wing, which drives the flap's gears to raise/lower them

Q1. Is it a "Terrain Radar" or the terrain being displayed by the EGPWS?

1. There indeed is a "MAP" mode on WXR radar, these days probably obsolete. EGPWS display is derived from aircraft flight management system position, that may be derived from GPS receiver if installed (simplified answer)

is that the green tube running along the wing
That'll be the one, although it becomes yellow and black in the wheel well bay.
