Rudder Position

Quick question..

At the aiport i sometimes see planes parked at the gate with either full right rudder or full left rudder.

What is the purpose of this?

I think it depends which way the wind is blowing!

AS Spanner says flopping about with no Hydraulics,T stabalizers too:ok:

That should be ELEVATORS:(
